The register names what is off-limits to autonomous action. Touching anything on it requires a human in the loop, every time, no matter how confident a plan happens to be.
Why a list
Vague rules get rationalised
“Be careful” gets argued away; a concrete, named register cannot be. An asset is either on it or not — and if it is on it, the answer is always “ask first.”

Page edit vs DNS change
Editing a marketing page is ordinary work. Changing a DNS record, a payment setting or a credential is a protected action — it stops and waits for a person, by rule.
